A party isn't much fun without people. Your site, however well designed, will be rather dull without any visitors.

But before you invite all and sundry over for a look see (and there is nothing to stop all and sundry visiting your site) have a think about the type of person you really want to visit your site. (This may not be the same type of person that you would want to come to your party). Are you looking at the public at large, a focused group of persons, businesses, governmental organisations, etc., etc.?

The target audience is a fundamental part of your site as it influences not only the 'look and feel' but also the content.
